I never saw that cartoon, but we played something that was used in that as well as while ago, and the whole thing was explained to me, including the Leopold reference, but it;s still really meaningless, because I never saw that particular Bugs Bunny.

Indeed, I once saw a documentary about Chuck Jones and he talked about the influence of classical music on the cartoons -- the Wagner homage, the Mozart as incidental music.
