As amusing as it is to make fun of President Bush's verbal idiosyncracies, one has to keep in mind that most of these quotes are taken from unscripted, unrehearsed conversations. There is a big difference between the way language is used in writing and how it is used in conversation. Just about anyone's speech, if transcribed word-for-word, would contain plenty of non-words, incomplete senetences and thoughts, contradictions, and grammatical errors.
Having put myself in the rather odd position of defending GWB, I'll add a further quote that can be found on the back of the "American Apology Shirt" (www.americanapologyshirt.com):

but he is the president of America. one would hope that the leader of the most powerful nation in the world would be able to complete a sentence which makes some sense.
