The icon isn't working from here.
I noticed that it is a .gif file instead of a .ico.

After downloading your icon file to make sure it wasn't corrupt (or something like that), I view sourced your page and noticed the following:
<link rel="SHORTCUT ICON" href="http://circadianshit.net/favicon.ico">
After giggling like an idiot at "circadianshit" (and releaoding your page several times to make sure this spelling error wasn't a fluke) I tested the two lines of HTML you inserted for the icon and found that the second one was successful.
